REQUEST FOR QUALIFICATIONS FOR EAST AND WEST WATER PLANT UPGRADES AND TREATMENT OPTIONS EVALUATION, PLANNING, AND DESIGN FOR EMERGING CONTAMINANTS - ENGINEERING SERVICES (GRANT/LOAN FUNDED) RFQ NO. UTL24-031 The City of Boynton Beach is seeking the services of a qualified Engineering Consulting firm (Consultant/Vendor) to assist with East and West Water Treatment Plant upgrades and treatment options evaluation, facilities plan for the State Revolving Fund (SRF) Drinking Water Program, including design, bid document preparation, permitting, bidding assistance, and construction management engineering services during construction projects at both plants. Work will include: Conducting a study, preparation of a report, and performing engineering services to evaluate the ability of the existing treatment processes at the 24 million gallon per day (MGD) capacity conventional East Water Treatment Plant (located at 124 E. Woolbright Road) that utilizes lime softening, multi-media gravity filtration, and Magnetic Ion Exchange (MIEX) processes to meet the proposed Emerging Contaminants PFAS regulations, evaluate alternatives as described in the Florida Department of Environmental Protection (FDEP) Request for Inclusion (RFI) document. This study and facilities plan will also evaluate options for the treatment at the West Water Treatment Plant (located at 5469 W. Boynton Beach Blvd.) that utilizes sand or granular filtration for pretreatment followed by nanofiltration (NF) membranes and any upgrades needed to the treatment process, electrical system, including power (13 kV to 480V), Motor Control Center (MCC) equipment, Supervisory Control and Data Acquisition (SCADA), instrumentation, and control components for automation of the treatment process to meet regulations for emerging contaminants or other identified future regulations for potable water. The study and facilities plan should include short-term and long-term recommendations at both the East and the West Treatment Plants to meet treatment requirements for emerging contaminants and other known future regulations for potable water. The plan needs to address source water options and permitting assistance as needed. Currently, the City has 30 groundwater wells and 2 aquifer storage and recovery (ASR) wells (that could potentially be converted to production wells) as well as design and permitting of additional potential future groundwater wells or alternative sources of water to address emerging contaminants as well as potential treatment for emerging contaminants at individual source water wells. Phasing of the treatment plant upgrades during construction shall minimize disruption of operations and plant shutdowns. Upon completion of the study and facilties plan, the Consultant will design and permit improvements identified in the alternative analysis study and provide construction bidding and construction management services. Services and specific schedules will be further defined in detail in Task Orders issued for each phase of work. Work will be categorized into the following phases:
