ITB NO. 24-008B S.E. 1st Street Improvements – Grant Funded Electronic Invitation To Bid (ITB’s) shall be received by the e-procurement system up until August 6, 2025; No Later Than 3:00 P.M. (Local Time); unless specified otherwise and may not be withdrawn within ONE HUNDRED TWENTY (120) days after such date and time. All ITB’s received will be publicly opened and acknowledged of receipt by the City’s Procurement Department via the e-procurement system electronically. The e-procurement system does not permit ITB’s received after the assigned date and time. For the above reasons, it is recommended that the proposer(s) allow sufficient time to complete your online Submission and to resolve any issues that may arise. SCOPE OF SERVICES: The City of Boynton Beach is seeking the services of a qualified FDOT Contractor for the construction and restoration of S.E. 1st Street improvements, this project is a Florida Department of Transportation (FDOT) Local Agency Program (LAP) funded project. There will be reporting requirements associated with this project such as weekly certified payroll. The construction includes sidewalk installation, payment restoration/reconstruction, drainage improvements and the applicable utility coordination for conflicts, and curb & gutter installation. The scope of work is more clearly defined in the Contract Documents, Special Conditions and Terms and Conditions for City Furnished Materials (if applicable), Technical Specifications and project drawings, which are hereby not listed in any order of precedence. The Contractor shall furnish all labor, tools, equipment, materials, supplies, manufactured articles, furnishing all transportation and services, and essential communications, etc., as necessary to complete the project, as indicated in the Special Conditions, Special Provisions, Project Design Plans, Technical Specifications and ITB No. 24-008B Documents herein, along with all engineering, shop drawings, and other documentation necessary to obtain all applicable permits and all bonds, securities, licenses and insurance to complete the project as specified herein and within the Project Design Plans. All proposed improvements shall be completed in accordance with the project bid documents, design plans, details, technical specifications/scope of work, and all applicable federal, state, county, and local regulatory requirements. Contractors / should familiarize themselves with the regulations and requirements contained below and in Part 2 C.F.R. 200 Sections 317-327 “PROCUREMENT STANDARDS”, provided for reference, and must comply with the applicable provisions of 2 C.F.R. Appendix II included herein when CITY projects are funded with Federal Funds. The City reserves the right to award to more than one Bidder. The Bidder(s) shall act as an independent contractor and not as an employee of the City. PRE-BID CONFERENCE: A NON-MANDATORY Pre-Bid Conference & Site Visit is scheduled for July 16, 2025, at 10:00 A.M. to be held at City of Boynton Beach City Hall Room 115, 100 East Ocean Avenue, Boynton Beach, Florida 33435. The purpose of this meeting is to provide a forum for all concerned parties to discuss the proposed project, answer questions on the solicitation document, provide instructions for submitting bid packages, and discuss other relevant issues. In the event that any discussions or questions at the pre-bid meeting require, in the City’s opinion, official additions, deletions, or clarifications of the solicitation or any other document, the City will issue an addendum to this ITB, as the City determines is appropriate. No oral representation or discussion taking place at the pre-bid meeting will be binding or may be relied upon by any person or entity.
